Important Information about Addressing the Council At Meetings

Visitors wishing to address Council on any matter should immediately rise and be recognized by the chair. When recognized be the chair, a visitor may speak only once on any subject and limit himself to five minutes unless such time is extended by majority consent of the Council. An electronic timing device may be used to monitor compliance with this time limit.

Any group wishing to address Council on any one issue is encouraged to select no more than three (3) persons from the group to speak on the issue. No derogatory remarks concerning Council members or anyone present in Council Chambers shall be permitted and the President in his discretion, shall suspend irrelevant speaking. A majority of Council also has the right to suspend irrelevant speaking at Council Meetings.

The Council Worksession shall be open to public participation not to exceed 20 minutes per subject and the public shall have the right to bring to and discuss with Council its concerns pertaining to any subject on the agenda.

Anyone wishing to speak to Council at this Worksession should notify the Clerk of Council's Office on Monday before the Worksession on Tuesday in order to be placed on the agenda. However, the Chairperson at his or her discretion may grant the floor to any person present even though such person did not notify the Clerk of Council's Office on Monday. It is at the discretion of the Chairperson to determine when a subject has been totally explored and to terminate the discussion.
